In order to be granted a Student Authorization to Canada, an applicant is required to have been accepted to a Canadian University, College, or Institution, and demonstrate that he/she will have sufficient funds to support him/herself while in Canada. If the student has already applied for Canadian Permanent Residency, or has been listed as a dependant upon an application for Canadian Permanent Residency, it can be a factor leading to the refusal of the application for Student Authorization in Canada. It is difficult to predict whether or not the Student Authorization will be issued in such a case, because this can be a subjective decision on the part of an immigration officer.
(Canadian officials sometimes express the concern that if someone has applied for Permanent Residency and is afterwards given a temporary visa, that person may then over-stay in Canada if the application for Permanent Residency is rejected, thereby becoming illegally out of status in Canada. This concern can sometimes be a factor leading to rejection of temporary visas, but not always.)
