"General Occupations list"
 
   I don't have my job exactly on the General Occupations List. I work in a bank but I'm not a bank clerk.( ETF factor of Bank clerk is 5; but I'm a University graduate that has a ETF of 15)
so does this mean If I don't have an Arranged Employment in Canada I Don't have a chance to apply for Independent Immigration Program?

   In responding to this question, we should first note that on December 15, 2001, the Canadian Government announced profound changes to its immigration policy and regulations. While these changes do not take effect until June 28, 2002, they will likely be applied retroactively.

And so, effectively, applications submitted at this time will fall under this "New System". However applications being submitted at this time are still being initially paper screened under the "Old System", and this can cause some confussion. That will likely be the case until June 28, 2002.

The "Old System" utilizes a General Occupations list which you mention in your question.

The proposed "New System", however, no longer utilizes the General Occupations List. It has been replaced with a categorization of a wide range of occupations, instead, and will actually allow for a wider variety of occupations to effectively qualify for immigration to Canada.

We thus recommend that your background be assessed under the proposed New System. An assessment under the New System will also attempt to categorize your current work position in order to determine which general category your duties would fall under.
