   Dear Mr Cohen

As bill c-11 will be implemented in june 28,2002. Will people who are out of canada now and have no ties with canada but have been out of canada for less than 730 days in last 5 years. Will all these people be allowed to go back to canada without any questions asked after june 28,2002?

   The way that the Act and the proposed Regulations are presently worded, this does appear to be the intent. The Regulations do provide for the possibility of examination by an immigration official at the port of entry on any occasion of re-entry, but if the individual had not exceed three years of absence, this should not be problematic.

A second installment of the proposed Regulations are expected on February 9th 2002. At such time provisions may be levied which restrict this.
