   Dear Sir

I had applied for permanent residence under the skilled category
and within a month of submission I had requested to withdraw my application.

The same was confirmed by the Buffalo consulate and I was not assigned a file number as the same was not created in my case.

My question is .. whether my previously withdrawn application affect/or be evaluated against a subsequent submission?

Looking forward for your answer!!

   No, there should not be any negative consequences to a subsequent application as a result of this withdrawal. The only possibility is that an officer may want evidence that you have a genuine intent to be a permanent resident in a future application, but this is a requirement which applies to all cases to some degree.
