In theory, your plan is feasible. There is no minimum duration for which you must reside in Canada after landing. There is no bar, therefore to returning to conclude your PhD. During such an absence, as long as you could demonstrate that you did not have the intention to abandon Canada as the place of your permanent residence, you would be eligible to retain your status under the present Act. Once the new Act is implemented, you may be required to be in Canada for 2 out of 5 years regardless of intent. At the time of landing, however, you would have to satisfy an immigration official that you have a genuine intent to adopt permanent resident status.
