"BILL C-11 Passed"
 
   Hi Mr. Cohen,

I heard that BILL-C 11 is already passed on Nov. 1 2001, but it will only be implemented on June 28,2002. Does this mean that applicants can still use the existing intstructions and laws in applying as immigrant? Or applicants should be assessed by this new law beginning this November 01? Thanks for the answer. I know that there are some people who is little bit confused right now so your kind explanation will be helpful.Thanks again.

   At this point the present Act and Regulations apply to those seeking permanent resident status in Canada. The provisions of Bill C11 are not yet in force.

There is discussion, however, of the possibility that the new Act may be implemented with full or partial retroactivity. It is not yet clear if, and in what manner, this would be done. Until the Regulations are published later this month, may of the issues that are causing confusion simply cannot be answered.
