"Motoring Offences"
Do motoring offences that aren't classed as criminal offences and don't appear on a police certificate have to be declared in a PR application.

No, an infraction such as a speeding ticket would not be considered a criminal conviction and would not have to be mentioned on an application for immigration.

The motoring offence which most commonly affects eligibility for immigration to Canada is Driving While Intoxicated.
