"Processing time"
 
   I am a recent graduate with about 5 months of experience after graduation. Because the processing time in NY Buffalo takes 5-18 months, I was wondering if I can submit the application for a Canadian resident status within the next 2 months (without a full 1 year of experience), and by the time I have an interview at a Canadian consulate in the US, I will have accumulated 1 year of experience. Please let me know if that is possible, or if it would have any negative effects. When (how soon) should one submit the application in general (in terms of education and work experience)?

Also, when do you anticipate the proposed bill C-11, which changes the criteria for Independent skilled worker category, to take effect? Does the proposed new bill have a minimum work experience requirement? Have they set up the passing mark yet?

   Applicants without one year of work experience in an "open" occupation (6 months for applicants destined to Quebec or Manitoba) are required to demonstrate arranged employment. Submission of an application without the minimum experience and without arranged employment subjects you to a significant risk of refusal at paper screening, without a selection interview.

Bill C-11 is expected to be implemented on June 28th 2002. The attendant Regulations have not been formalized as yet. A pass mark has not yet been announced. The expected minimum requirement is 1 year of work experience.
