"permanent resident card"

I have read on your site that under the C-11 bill some of the changes include:

"Permanent residents will be allowed entry back into Canada without a valid permanent resident card if they have been residing outside Canada for less than one year."

I have 2 questions related to this:
What is the permanent resident card, I was aware that you may need a re-entry permit if you stay more than 6 months outside Canada under the current law but haven't heard about PR Card. Where and how can you obtain this PR Card
Would the changes included in the C-11 bill affect only PR that landed after the date the bill entered into effect or it will be equally appllied to PR who landed in Canada prior to that date.

Thank you

Adi

As the implementation of the new Act is expected to coincide with the implementation of a new system of permanent resident photo-ID cards (similar to the green cards), the clause that you refer to would apply to such. These changes will affect all permanent residents, regardless of the date of landing.
