We are not able to advise you on matters relating to immigration policies. I am not aware, however, of any fixed rule such as that which you state.If you are unable to attend a selection interview in the USA, you may request a postponement or a transfer. Requesting a postponement would assume that you will be able to attend in the future, as you risk refusal if you fail to attend that interview.
If you transfer the application, you may do so to a visa office at which you can attend the interview. You will incur substantial delays as a result, as the application will re-start processing from the beginning at the new office.
