This is not a questions which is easily answerable. On average, historically, some of our quickest applications include those at the offices in Buffalo, London, and Lima. There are numerous factors which affect the speed of such processing, however. These include the residency of the applicant, policies towards offshore cases, and individual circumstances. It is not safe to assume that a quicker office is quick in all cases.
