Date received by the CIC or upon giving LMO Confirmation Number?

Hi!!! I have applied for new WP last Oct.15 without the LMO yet (LMO is on process by Service Canada).. 

My question is: I learned that the processing times of new work permit is 66 days.  Is the start of counting of the processing times based on the date my application was received by CPC-Vegreville (even without the LMO yet) or only when I call the Call Center to give the LMO confirmation number which will be on a later date once my employer got the positive LMO?
