Anyone know what is the date that appear on http://www.cic.gc.ca/english/information/times/international/05-fc-spouses.asp cic.gc.ca!
Are they processing files that had been received in between those dates?

No, that means that the processing times apply to the applications that they processed between those two dates.

So looking at the first processing time, it means that 30% of applications processed between July 1, 2008 to June 30, 2009 took 4 months or less to complete and 80% of them took 12 months or less.

Please note that the time means the processing time at the visa office. The time it takes for Mississauga to approve sponsorship and send the application to the visa office is not counted here.
