They would not return your file on this account. DOB certificate was always must but visa offices were not enforcing it cause they could find the correct DOB on many documents. Nobody ever got the file back due to lack of DOB certificate.

It can be just a rumour. No member of this forum had ever received his file back due to lack of DOB certificates. Immigrantion agents in India are free to spread any rumour, cant trust them. Let the confirmation on this come from some other source.

This issue was widely debated in another thread.  Do read them at http://www.canadavisa.com/canada-immigration-discussion-board/applications-after-266-in-any-noc-connect-here-to-get-the-status-t49421.405.html

I have sent my application lacking my spouse's birth certificate.

because we don't have it.

I am very much worried about it.

We attached his passport biodata page & school leaving certificate indicating dob.

Is that work?

As I understand, if one can't arrange anything for any reason, it's best to submit an explanation letter along with application so that Visa Officer can truly understand all the constraints behind one's inability to submit something.

They are humans too and can understand that all applicants may not 100% arrange what is required.
So I guess with in acceptable limits, an explanation letter would surely help to bail out some water from the sinking boat.
