2 hours ago , my wife called to embassy and directly talked to officer. he also gave   to her complete information about our file number and all of sponsorship application in that office.
Officer said , madam your husband is in queue for admit of charter from Ottawa.

when CIC sent that , PPR will send to your husband . my wife asked when it will happens? he said 100 % IN April.
my wife asked about whole of sponsorship application.and she asked them so many applicants my husband knows that are waiting for their ppr in march..

are u gonna send PPR in March for them ?

He replied .. never . we don't send any finalize  and decision in march. if u see we are waiting for your admit letter from CIC for your husband ..coz DECISION MADE IN DAMASCUS . WE DON'T DO ANYTHING IN ANY FILE TILL NOW. WE HAVE SO MANY FILES THAT ARE WAITING AND IN QUEUE FOR ASSESSMENT FROM 2010 TILL NOW. STEP BY STEP. BE PATIENT AND BE CALM DOWN

i didn't mentioned to another VO ..i don't have any information about Jordan.

dear , in my CAIPS AND E-case they said my file has been transferred ON 12 December 2011.Even they said the decision made. ok

I called CIC today regarding the transfer of file from Damascus to other VO. The agent told me that since last week there is nobody in Damascus and therefore it is sure that all files were transferred. She also told me that they sent all the files at the same time and that it takes time to other VO start working on our files. She told me to give another month for everything to become  normal and began to issue visas. She assured me they will start working on the oldest files first.

I could not determinate the validity of this information but since we did not receive ppr up to date, we can say that it's true! So faridzad like you say its will be in April nshallah!
