  Good day,

  I'm a single mom,never been married. Applying for permanent resident.
  I have 2 children,my mom is taking care of them while i am working here in 
  Canada. Their dad is already married and have a family of his own. We broke up 7
  years ago. He is not giving support over years, even before i left the country.
  Not visiting even on holidays or birthdays. My son who is now almost 8 do not
  know him. Their father have signed their birth certificate but they are using my
  surname. My question is, do i still need the custody papers for my dependent
  children? I am so worried that i cannot provide the said paper. Because coming
  is the only way i can give them a better future.

You need custody papers showing full physical and legal custody or signed permission from their father. If he won't give it, you'll need to go through the process of obtaining custody through the court.
