What if the passport(A) on which the application was based gets full, no more page left before VO asks for it to issue visa.

The person will get a new passport(B) but still retains the old passport (A).

I guess this can happen in case an applicants travel overseas frequently due to job or business concerns.

How would VO consider this case? Is there are guideline or clause related to this issue?

You can change your Passport to a new one from the time you submitted your application. No problems here, just send them all expired passports when they request for Passports before Visa issuance.

Just wondering, how did you issue Passport B when passport A is still valid?

Passport Office issues a new one when all pages fill up on the older one even if it's valid.
The new Passport will however have the same validity as the older one.
