I finished my bachelors in mechanical engineering (in McGill) and just started my masters at McGill.

I hold an Indian passport, know very basic French.
I grew up in Qatar and have a residence permit for Qatar.

I got a positive result when I tried the self evaluation tool under permanent workers (however, I get a negative result if I try evaluation under foreign students. The result asks me to wait for half of my masters to finish and then apply)

I mainly want to know which is faster and most suitable for me:

1. Wait for half of my masters to finish and then apply
2. Apply right away under the permanent workers category. This means I have to send my application to the place which is in charge of my home country, that is, India. (or should .. rather ..CAN I send it to the place in charge of Qatar?)

Lastly do I have to give the exam to display fluency in English (even though I studied in McGill in English?). I do have my TOEFL scores but they are 3-4 years old.

I'm overwhelmed, and I don't want to regret not applying now if I should and if it's worth it so I'll be very grateful for any help/advice/comments.

Hi ..

 i think you should wait....as in Quebec skilled worker you might struggle due to lack of advanced french..however as a student of quebec tht might not be the case..also you would get points for your studies then..!!

However consult others as well!!..
