What is the difference?

Are they two different or there is some kind of merger?

CSIC - Canadian Society of Immigration Consultants was the old regulator.
Immigration Consultants of Canada Regulatory Council - is the new body that regulates consultants.

Another difference:

CSIC was an independent body working at an arms length with CIC.
ICCRC is a body whose activities would be monitored by the Minister of Immigration, CBSA and CIC. Minister can pull the plug anytime on ICCRC if they fail to do what they are supposed to.
