I am Canadian and mu husband is a Jamiacan citizen, He was visiting Switzerland about 3 years ago and was arrested with a (small) amout of marijuana. It is unsure if he was actually charged as he was let out 4 hour later by a judge but was still finger printed. Will this affect our application?

Yes.
Did you already submit the application? If you have not then:
I would recommend you get a police record from Switzerland for him, to find out if he was charged and therefore whether rehabiliation will be needed.
In any case, you would have to answer "yes" to the question about him being detained, so it's best to find out for yourselves before you submit the application.
If you have already submitted the application, and have not mentioned this incident, your husband's application may be denied either for misrepresentation, or on grounds of criminality.
Btw, I would like to extend an invitation to come and join us at the Kingston, Jamaica thread, if you husband's application is going to be submitted through that office.

No we havent put any papers thru yet. Ive tried to take the steps to find out but unfortunatly I dont speak german so its almost impossible to figure out how to get a copy of his record from there. By the sounds of the circumstances it doesnt sound like hes been charged but I wanna know before we submit anything... Also do you know the average time its been taking for jamiacans to get to canada once the paperwork is submitted?

My German is rusty, but Google is my friend. I looked up the instructions on the CIC website, and then went to the Swiss Records Authorities.
You can pay online, and receive a receipt electronically. You then include the receipt and a copy of your husband's passport, and send to this address:
Swiss criminal record
Service statements to individuals
Bundesrain 20
CH-3003 Bern
The cost is CHF- $20.00.

https://www.e-service.admin.ch/crex/cms/content/strafregister/strafregister_deLook to the right for "Start with order". If you have the Google Chrome web browser, I recommend you use it, it will translate the pages for you. Internet Explorer does this side by side thing which can be hard to understand, so I prefer Chrome's method of just translating the entire page.
