Criminal record check from Korea

Good morning,
My wife and I are assembling our application for her permanent
residence in Canada. I am a Canadian citizen. She is
an American. We both lived in South Korea for a time in 2005-6 and
currently reside in Florida. We are trying to get her criminal
record check from the Koreans but are having an incredibly difficult
time. We have filled out the proper forms and sent them to the proper
places, twice, and both times have received absolutely no response.
When we call the Korean consulates here in the US they tell us to send
it again and tell us they have no record of the previous applications.
We are in the process of sending the documents again (to the Korean
consulate in Atlanta), but assume that this time we will have the same
outcome of the last two times.
What can we do? Is there another way to deal with this? Is there an
alternative to this process? This seems as if it could be a
serious long term and irreconcilable problem.
Any suggestions or advice would be much appreciated.

I am no expert on this but from what I read, you are asking the Korean Consulate in Atlanta for the criminal check for your wife? If you can contact them by phone can you send the information by fax or even scan the information and email it to someone specifically? I don't think the mailing address is wrong but maybe ask them again to confirm it and try sending it through a courier? I can see complications for someone trying to send overseas but not nationally? That sounds strange...

p.s. just curious here... how long do you have to be living in another country for a criminal record to be done? (since you mentioned you both lived abroad in 2005-6)
