Criminal charges - leaving Canada

Can anyone tell me as a PR are you allowed to leave Canada while there are outstanding criminal charges?  CBSA won't give me a straight answer.  If you leave Canada, upon your return would you be allowed re-entry?  The charges would cause inadmissability but there is no conviction as of yet.

1.  Yes you can leave, as long as your bail conditions (if any ) allow it.
2.  Until you are convicted you are not inadmissible.
