credit history for new immigrants

For any new immigrant in Canada, specially in Ontario; to lease a car or house, one needs to have a credit history to show. Question is that:

What are the obligations on new immigrants in Ontario, regarding credit history so that he/she would be able to lease a car or house?

In BC, too.  But if you are able to demonstrate your ability to make payments, many waive this credit history requirement.
