curious to know is it necessary to go for credential assessment before applying for  immigration in july 2012.

At present, it is not mandatory to have one's credential evaluated before applying, even though it is recommended. Whether it becomes a necessity after July remains to be seen. I will urge you to start the process now as it takes time depending on the profession. Hope it helps.

Kanamen thanxs a lot for such valuable link . As pharmacist a regulated profession , why would it be required for credential evaluation before getting PR ? . Again i don't know if my noc would stay on list in july . so kind of confused  situation .

job offer for pharmacist impossible as its a regulated profession  .hope same list stays .

New Procedures Announced to Assess Foreign Credentials


On 28 March 2012, Jason Kenney, the Canadian Minister of Citizenship, Immigration, and Multiculturalism, announced major changes to the ways in which foreign skilled workers will have their education credentials assessed before arriving to Canada.
Further details on how this ‘pre-arrival assessment' will be implemented are forthcoming. However, Citizenship and Immigration Canada (CIC) has stated that “a pre-arrival assessment would let applicants know how their education credentials compare to Canadian credentials and it will give immigrants a sense of how Canadian employers are likely to value their education”. With this knowledge in mind, applicants without sufficient education will be more effectively screened at an earlier stage, and those whose applications are accepted will be better prepared to find work in their field. Of course, applicants who intend to work in regulated professions will need to have their qualifications further assessed before being allowed to enter the Canadian labour force.

Minister Kenney stated that “this proposal is part of a broader package of transformational changes that will make Canada's immigration policies work better for the Canadian economy”. These changes have been announced in conjunction with the release of the 2011 Government of Canada Prograss Report on Foreign Credential Recognition, Strengthening Canada's Economy, which outlines new efforts by the Canadian Government to better address educational issues in immigration.

Credentials assessment is actually a strategy to delay influx of applications by CIC. It is time consuming and expensive depending on one's profession. It takes time to complete the process with some of these agencies. WES(World Education Services) has been a total nightmare for my case. Three degrees from three Universities involved, and all from two different countries. I have my credentials with them since 4th April 2011 they are still on it, it's either one problem or the other. I can't recommend them to anyone. WES evaluation is only first part in my situation, second part is CACB (Canadian Architectural Certification Board) certification which will take months again after arrival in Canada. Thank God I dnt have to wait for the evaluation report before applying to CIC I wouldnt have been at this stage now....awaiting PPR

Even me too think same , strategy to delay application nothing else . time consuming process .
