Cover letter for Canadian Employer while applying from abroad

Some one can help me, how to creat a cover letter for one canadian employer by answering their job posting. This is important, while im not in canada, my application is under process, so how do we impress Employer and asure that soon we will be in Canada as application is under process, Some more things like telephonic,chat or webcam interview,

Some one please help me to use correct wording in order , start-middle-end, thanks
