I am a Canadian citizen. My cousin is applying to Canada in the Federal skill worker. If he shows he has a family in Canada, then he will get 5 pts. Can he show that he has a cousin to get the points? Or does cousin not count as family.

Unfortunately cousins don't count. So no - he won't get any points for showing he has a cousin in Canada.
