I don't believe you would qualify for a conjugal application as there are no immigration reasons as to why your fiance (to be) can't come to the UK.
If you read the following websites, you will see that your fiance can apply to come to and then remain in the UK. This would give you the opportunity to marry and apply for PR in Canada based on that.

http://www.ukba.homeoffice.gov.uk/visitingtheuk/marriage-cp-visitors/eligible/I would read OP2 section 5:45 to help you see what they are looking for in a conjugal application - generally, they are granted when there are immigration impediment as to why a couple cannot be together (or where divorce is not recognised etc.) - work or other obligations would not count. Additionally, the relationship would have to be of a minimum 1 year duration. The manual can be found here:

I think you are a little confused as to the maximum time they can remain, it isn't "per annum", rather per visit, presuming they are visa-exempt.
You would need to make an application for an ARC and submit it if you wish to return to Canada before the 12 months has expired. If you wait until after October 2011 then you would not.
http://www.cic.gc.ca/english/information/inadmissibility/arc.asp however, if you apply for PR you shouldn't send in a separate ARC application, they will process it automatically and then ask you for the fee when they process your application.

If your application is approved, the ARC will be dealt within the context of that application. You will simply be asked to submit the fee..."
You need to start gathering evidence of your relationship - emails, chat logs, phone records, photo's, obtain letters of support etc., it will greatly assist you in your application for PR.
