Hi

I have a diploma issued in english language but my Birth certificate and Police certificate, I had to get translated.

Do all documents like certificates diplomas have to be accompanied by a notarized copy ?
Or does this only count for foreign documents translated into English?

No - if it is in English or French, you only need to send a photocopy - does not need to be notarized.  If the document needs to be translated, then you need to include a certified/notarized copy of the original along with the translation and the translator's affidavit.
