Convention Refugee Abroad- please help

Hi I believe everybody has to offer something, even the little information is very important to me there fore please take a look at my case and direct me to a specific website or give me the information.

I am a refugee (UNHCR mandated) and I would like to be resettled to Canada under the refugee resettlement program. I have heard of the a process known as "Convention Refugee Abroad ". How do you apply for those types of programs ? Where do I go to do that and what kind of paper works are available ? please help as any information is so valuable for me at this point.
