contacting the department issuing caips notes...

hai friends ,

         i applied for my caips notes on 28th sep 2011 till today i didn'nt get any reply .what can i do next?is there any phone number  e-mail that i can contact.?.i applied for it hrough my representative residing in canada.please give me a reply it passed almost 76 days....
