You can call the CIC call center, if it is neccesary, they can contact Sydney for you. This is what I did when I didn't receive the returned package from Sydney.

Hello Vermas, sorry for the delayed response. No, I was not successful calling CIO from within the US. It kept saying that only people from Canada could call.
