I don't think you have a good case for conjugal. Instead, have him come and get you. You can go to Canada together and enter saying that you want to get married and apply for sponsorship. Ask for a visitor record to let you stay for a year instead of 6 months. If you apply inland, they will not kick you out while your application is being processed and you can apply for an open work permit which you should get in 9-10 months if all goes well. Another option is to apply outland through the US in which case you might have your PR in about 6 months.
Well our plan is that in January he is going to come down and we are going back to Canada together, he has an apartment already and he'd be taking time off work to come get me. What would we do at the border? Someone mentioned that I should not have a lot of luggage with me because they will interpret that as an intent to stay there illegally? (I'm skeptical but want to know)
How would I go about taking the steps you've mentioned once we're there at the border?
