So, my results as listed on the sheet I got back from IELTS were as follows:

Reading: 6.5 Listening: 6 Writing: 9 Speaking: 8.5

I am applying under skill level O or A (haven't decided yet).

Of course, I read on the PDF Guide on CEC that I must have either a 7 or higher for all of the abilities, or 6 in any one, and 7 on the other 2, and 8 on the last one.

However, I am seeing applicants on canadavisa.com applying under Skill level A with scores like 5.5.

What am I missing?Huh?

I already retook the exam thinking my scores were too low.
Thoughts?

Also, i threw away the test results in anger. But, if my scores were good enough, what can I do? CIC says they don't accept photocopies, and the IELTS folks say they only send one original. What the hell?

Your scores are not low.  Your CLB Levels are 8 for three and for Listening 7.
 You are good for either O or A.

Your score are not qualified for NOC O or A, they need you get either at least 7 for all abilities or any 2 abilities above 7 and the third one must be no lower than 6 and the rest must be above 8. So it is right move to take another IELTS if you want to apply CEC under NOC O or A. See attached link.

http://www.cic.gc.ca/english/information/applications/guides/5609E2.asp.

    * If you have qualifying Canadian work experience at Skill Type 0 or Skill Level A of NOC, your test results must match the CLB/NCLC below (see chart):
          o 7 or higher for each of the language abilities, or
          o 6 for any one of the language abilities, 7 or higher for any other two of those abilities and 8 or higher for the remaining ability,
    * If you have qualifying Canadian work experience at Skill Level B of NOC, your test results must match the CLB/NCLC below (see chart):
          o 5 or higher for each of those abilities, or
          o 4 for any one of those abilities, 5 or higher for any other two of those abilities and 6 or higher for the remaining ability.

i actually think we're both wrong! I think we're supposed to look at the CLB equivalent of our IELTS scores.....

Yes, maybe we are wrong, but why on CIC website they mention the thing I just quoted? Just wait some seniors to answer.

Well, that's why I retook the exam.
But what your'e supposed to do is take your IELTS score, and look at their equivalent on the CLB chart. You'll see a chart on the PDF of the guide.
That would make sense.

Take each score and compare with the chart CLB column, then you will understand.  I am sure you are eligible, I got IELTS band 6, I submitted mine and now just done my medicals.

Friends, I worked out a chart based on the CLB levels. These are the minimum IELTS scores one should get in order to qualify. I may have also missed some combinations. So please excuse me for those.

speaking   Listening   Reading   Writing
   6.0               6.0      6.0             6.0
   5.5               6.0      6.0             6.5
   6.0               5.5      6.0           6.5
   6.5               6.0      5.0         6.0
   6.5               6.0      6.0             5.5
   6.0               6.0      6.5             5.5

Also, I gave my ielts test a couple of weeks back and waiting for my scorecard now. I am a little scared about the way I did my speaking test. I could not find enough words to speak on the topic which the examiner asked me to speak on for 2 minutes, so could not consume the whole 2 minutes. Any inputs on how liberal the scoring would be for ielts speaking test is greatly appreciated.

As per the chart given in the guide, below are the CLB scores. Your socre are good for any level
Listening: 8  == CLB Score 8
Reading: 6.5 == CLB  Score 8
Writing: 8.5 == CLB Score 8
Speaking: 6.5 = CLB Score 8

thanks Sai. I have one question. Now that the IELTS scores are valid for 2 years, what would happen if the scores expire during the process of application?

The score sheet should be under the valid tie while you are applying.  Once the application process is started, we should not worry,

 dear friends,

As CIC has decreased the minimum IELTS band score from 7 band to 6.5 band to obtain four points for Immigrate to Canada in Skilled Worker Category. Now you can obtain 4 points for one module of IELTS if you score 6.5 band as compared to old system which required at lease 7 Band in IELTS to obtain four points in a specific module of IELTS. Only listening module gained the IELST score instead of reduction. i.e. 7.5, which was 7 previously.
Now you can get 16 points for immigration by having the following minimum band in IELTS
Writing: 6.5 Band
Reading: 6.5 Band
Speaking: 6.5 Band
Listening: 7.5 Band

Following table give the full details:

level          points per ability                            test results for each ability
                                                                 speaking    listening     reading     writing
high          first official language:4                   6.5-9        7.5-9.0      6.5-9       6.5-9
               second official language:2

moderate   either official language:2                 5.5-6.0     5.5-7.0      5.0-6.0    5.5-6.0

basic         either official language:1                 4.0-5.0     4.5-5.0      3.5-4.5    4.0-5.0
                (maximum of 2)

thanks n regards
