Conflicting advice

My recently widowed mother age 91 is visiting us in 2008. I know she would like to live withus in Canada. Ihad planned on making enquiries once mum had arrived. I was optimistic that we could obtain permanent residence in amatter of months because mum although advanced in years is in good health and financially we are in a position to support her.Judging from postings at this site atime for processing takes years not months. I have been told by somefriends that it would be better to apply while mum is in England rather than try and get things done while she is here. Problem is Mum has no close relatives in the UK to help her with the process. Other friends say bring her over first then apply. While I favour the latter is it the best and quickest course of action?

Maybe I am misinformed, but I thought that Canada was part of the UK. If that is true, would she need a Visa or any permanent residence paperwork?
