common-law partner ??

Hello,
im curently aplaying for a W.Holiday Program ..and i have a question....me and my boyfrined are together for a about 2 years now and we are living together 1,5 year are we a common law partner ??or we have to be together 3 years ( and living together)so we can get a status of common law partners??? im asking this beacuse we have to  put a name of c.l partner in aplication ??
