How do you understand the following sentence

If you are currently working in Canada:
•   your current employer must have made an offer to give you a permanent job if you are accepted as a federal skilled worker?

Q: Does it mean that at the time of applying for permanent residency under federal skilled worker class, I would have to submit such permanent job offer issued by my employer to be eligible PR?

Is it the same when you apply under CEC?

I got my job offer (promoted from a lower position) last May. Do I need to submit that? or just the reference letter from employer specifying my responsibilities?
