CIO got the money from my credit card, that means they said yes? no notification though, what is next??

It means you crossed the first hurdle and now collect all the documents to submit to Visa Office.

CIO only takes money once they accept the application for further processing by Visa Office. Otherwise they dont realize the payment and send the application back with payment. So charging money by CIO means 1st AOR is on the way.

Hello

 That means; I will say you have 90% probabilty of receiving the first AOR but it is not always guarenteed. I have seen funds being cashed by CIO but then people getting the rejection letter.

Where you have seen application fee received by CIO and application rejected. I have never seen one.

Money charged just means you have passed "Completeness check" step. Eligibility review is to follow.

Refer to last few pages of Eg07 "What Happens next"
It clearly shows that money is charged after completeness check, see it says if not found eligible "refund" and in completeness check it says forms including ur payment will be returned,

Refund and Returned

Completeness Check
Citizenship and Immigration Canada reviews your application to make sure that:

all required fields in your application forms are complete,

all required document are submitted from the document checklist (IMM 5612), and

the correct processing fee payment has been made
If your application is incomplete, your entire package (including your payment) will be returned to you with:

a letter that identifies the missing entries and/or items

Eligibility review
An officer will make an initial assessment of your application to determine whether:

your application qualifies for processing under one of the three categories described in the Ministerial Instructions
If your application is being recommended for further assessment to a Visa Office, you will be sent a letter that:

notifies you of this fact and provides you with your reference number,

sets out some basic instructions for contact with the Visa Office, and

instructs you to submit a copy of your application and all supporting documentation (see Visa Office specific forms) to the responsible Canadian Visa Office within 120 days (4 months)
If your application does not qualify for processing under the Ministerial Instructions you will be sent a letter that:

provides the reason why your application is not eligible for processing

confirms that a refund for the processing fee will be issued

In this forum from the last more than one and a half year I have not noticed anyone got rejection after receiving of application fee by CIO. Can anyone draw my attention where any member got rejection after the fee was realised by CIO.

Hi,

I am not an expert, but if i understood your question correctly- the three catagories are (I am copy/pasting the official content)

Category If you meet the criteria in one of the categories below, your application will be placed into processing if...
1.you have at least one year of continuous full time or equivalent paid work experience in the last ten years in one or more of the occupational categories identified in the Ministerial Instructions.
Note: The list of occupations can be found on our website at: www.cic.gc.ca/english/immigrate/skilled/apply-who-instructions.asp

2.you have an offer of arranged employment in Canada. The employment offer should be:
 in writing,
 indeterminate in duration, and
 meet the arranged employment factor described in this guide.

3.you are a temporary foreign worker or an international student residing legally in Canada for at least 12 months immediately before submitting your application.
Note: If you are subject to an enforceable removal order you are not considered to be legally residing in Canada and would therefore not meet the eligibility criteria for this category.

Thanks for your advice.

AEO gets 10 points but is no gurantee of visa.
The application for immigration should also meet all the criteria. 

With AEO and canadian work experience once you land you will have good prospects.
