On one of the Buffalo threads, Vermas attached the link for minutes of an April 2010 meeting that makes for very interesting reading.  I thought it could be overlooked on that thread and others might want to sit down with a cup of tea and check it out...when they have nothing better to do! Ha Ha.  The next meeting is in mid-November.  Cheers.

One of my "pet" searches is for the minutes of the CICIP Meetings.  They are lengthy, but get yourself a cuppa and take time to read through them.  You will find nuggets galore!  Here is an excerpt from the recent 3 JUNE 2011 Meeting:
Caps/ CIO operations
CIC:
•   MI2 introduced caps. MI1 had no caps, but the number of applications exceeded our expectations.
•   MI2 has a 20,000 cap; 1,000 cap per NOC. Caps will be reset on July 1, 2011.
•   Managing caps is difficult. A file created is counted in the caps at the time of creation. Sometime a spot may become available later on.
•   Three roles of CIO include completeness check, eligibility decision and assessing points
on the Federal Skilled Worker grid – if application meets points it is sent to visa office, if not it is refused at the CIO.
•   A practitioner raised a concern that CIO does not return original documents.  CIC is  aware of the issue and have worked on this – i.e. For IELTS, applicants can submit a photocopy of their IELTS if they are reapplying.  CIC is working on a generic checklist which will set out which documents have to be originals.  Application guide also recommends that applicants make a complete copy of their application. 
•   CIO stated the importance of ensuring that the applicants describe their duties and how they fit in the NOC with documentation to back it up.
•   Question about whether there will be a new list once MI2 expires.  CIC responded currently MI2 indicates that the caps would just reset as of July 1 in the absence of any other Ministerial Instructions.

1 What is happening to federal skilled workers cases received before February 27th, 2008; received between November 28th, 2008 and June 25, 2010, and received after June 26, 2010?

There are approximately 335,000 people in the pre-February 28, 2008 FSW backlog. As of December 2010, 80% of pre-C50 applications (applications received before February 27, 2008) are being processed within 62 months, a decrease of a peak of 68 months in 2007. The number of applicants in the pre-C50 backlog also represents a decrease of over 48% in just over two years from when the first set of Ministerial Instructions were introduced. To date, the FSW backlog reduction has surpassed previous projections set by the department.
As of December 2010, there are approximately 165,000 people in the MI1 (cases received between Feb 28, 2008 and June 25, 2010) inventory. Processing times are currently seventeen months for these cases.
There are approximately 8,000 people in the MI2 (cases received on or after June 26, 2010) inventory. There currently exists insufficient data for processing times for these cases, however, the Centralized Intake Office (CIO) is now completing eligibility reviews in a matter of weeks. The first permanent resident visa under MI2 was also recently issued in Lima within 5.5 months of receipt at the CIO.
At this time, Federal Skilled Worker applications from Haiti are not being processed. All efforts continue to be given to Family Class, Dependents of Refugees and Québec Special Measures cases from Haiti. In the coming months, the Mexico City visa office will begin processing all applications from Haiti in the economic categories, including Quebec Skilled Workers, provincial nominees and Federal Skilled Workers.

I think this is the end of my research for tonight, but it has been a good read.  I am amazed at how many of the things discussed in these meetings are the topics of discussion on this Forum.
