CIC Status: Decision Made

I applied for Permanent Residence.The CIC status was :"IN PROCESS", I checked yesterday and it has changed to

"We started processing your application on ******.
Medical results have been received.
A decision has been made on your application. The office will contact you concerning this decision."

I had previously sent my passport and medicals. They both expired and they requested for a renewed passport and medical results. I provide this three months ago.

Is the CIC message positive or negative because am yet to receive any letter from them?

     That was a very good news for you. Sending mail is just for formality or confirmation. Just complied on their request and you will have your PR status.

May 2006: Submitted my application----CIC Status appeared "In process"
Dec 2007: Submitted my passport, Certificate of good conduct , medical examinations
May 2009: Received a letter requesting for new medical examinations(since medical tests expire after one       year), request for renewed passport and new certificate of good conduct
August 2009: CIC Status change for "IN PROCESS" to "Decision Made"
"We started processing your application on ******.
Medical results have been received.
A decision has been made on your application. The office will contact you concerning this decision."

I don't know whether it is accepted or rejected.

when they requested you the medicals and renewed passport did they mention an time frame within to send them.

Yes ,
they had indicated that they must receive the documents within 90 days. The letter was dated 14-may.
90 days were ending on 12.Aug.2009.
The immigration office that I am using sent the documents on 07.Jul

be optimistic as they might have approved your case. if there was a problem they would call you for interview like rasco was called.
