28.07.2011 a have answer from cic.
you do not meet the requirements for immigration to Canada.
Points assessed 66. just 1 point and everything will all right in my application. I need only 5 point in English test, but they accept only 4 point, because I have 3 basic and 1 moderate mark, and I thing that I will take 3 point for basic and 2 for moderate, and total mark will be 5. BUT they accept only 4, because in EG7 form from official site is written
Either official language: 1 (maximum of 2)
it's mean that they accept 2 my basic point instead of 3 which I have. So I do not meet the requirements for immigration to Canada.
next ... I will pass the test in higher level and send again my application. It no problem, but I have lost more then half year ... it is very shame for me ... but I have no way ... i should do it.

Sorry to hear that, but don't give up. Register for the next exam and study hard so that you can improve your score. I am a native English speaker and I still went online and did practice IELTS exams. It did help me understand how the test was formatted. Take advangtage of the free online help. If you know of someone that speaks english then try and speak with them to improve your speaking score. Good luck!

I am a native English speaker and I still went online and did practice IELTS exams.
Why would you give the IELTS if you're a native English speaker and can just submit a written attestation from your educational institution stating that your medium of instruction was English?

HI nevillek, IELTS General is mandatory for filling PR application irrespective of any origin (English or otherwise). Written attestation of English Proficiency ceased to exist since April 10, 2010. Mitali

Because IETLS are now required by ALL applicants, no matter if they are native english speakers or not. They take no other evidence besides IETLS, CELPIP, or TEF scores for language points. Not sure when this change occured but it was the rule when I started looking into applying in late 2010. They will reject your application outright if you don't include your language test scores.

Yes if it was rejected at the CIC stage. From my understanding once it goes to VO and is in process it isn't refundable if rejected. Didn't they explain in the NER whether you were eligible for a refund?

Please Give details about timeline and visa office and about ielts you have to score well and i think scoring 5 or 6 points in english is not a big deal.

Hi, I am very sorry to hear of your rejection. However, with such a low language score I think you would find it difficult securing work in Canada. So I think not only for getting the visa but also for helping your own prospects once you are over there, you should work to improve your language skills. My wife was principal applicant in our application, and she is a native English speaker as am I, both born in England and lived here all our lives. She has a bachelor's degree and a doctorate from English Universities, yet still she had to sit the IELTS exam! It is a little frustrating for native English speakers, I guess, but just because one comes from a native English-speaking country it does not necessarily mean that one can speak or write English very well. Hence I think they changed the rules, to be fair to everyone. Wayne.

CIC was receiving a lot of "English Proficiency" letters (pre 10 April,2010) from applicants which were fraudulent and had a lot of negative impact on the system and thus they decided to have a "Rule" in place for everyone. Mitali
