Hi! I am sponsoring my 3 children aged 15 year, 12 year ,& 3 month, can they be entitled for child benefits. I am living in toronto.

Not until they are resident in Canada.  It also depends on your income for the CCTB. (Canadian Child Tax Benefit) The UCCB (Universal Child Care Benefit) would only apply to the 3 month old.

No, CCTB and UCCB are not welfare (public assistance)
