Cheque received from Government of Canada against my canadian immigration

I need your help.
 
I had submitted my immigration application in the month of August 09 under Skilled Worker class.
 
On 4th of October I received a sheet of paper with a cheque below the sheet from PWGSC as their first communication, at the back side of the cheque written so " It is recommended that this cheque be endorsed at the time of negotiation only"
 
This cheque having an amount written that is Canadian Dollars $550, which I submitted as the bank draft alongwith my application.
 
There is neither any document attached with the cheque nor my immigration application.
 
Above the cheque on the blank sheet they have mentioned so
 
OUR REF: Some number
CR : Some number
 
CIC office did not return the draft which I sent to them but it appears that they have en-cashed the fees of the draft and then sent me the cheque.
 
I am failing to reach any conclusion as to whether my application has been rejected or there is something else.
 
Kindly advise at  earliest, what does it means?

Looks like a rejection and they have refunded the fee.  Check your email.
