Hi,
I applied for PR under Skilled worker category of canada on 16st may 09. The first communication i received from CIC is a sheet of paper with a cheque below the sheet from government of canada. No other document along with it. I am not able to understand why did they send my fees back. Is my case rejected or its kind of acknowledgment from them. Kindly help. Also let me know if this is rejection when can I re apply.

Do you mean that they have sent you back the entire package or only the cheque alone ?

the document has 3 sections...
First one has my mailing address,
second one has some OUR Ref and CR number, following is the format in which its written:

Citizenship and Immigration
                          Particulars                                                          Amount
          OUR REF: 0500:somenumber/2010                                           $1100
          CR : Some number

and third section has the actual Pay Cheque.

That is very weird situation, step by step please to let me understand and help you;

At first, are you talking about the CIO in nova scotia ? if yes, is that your first time application or it was transfered by another local visa office to the CIO nova scotia ?

when did you apply exactly and under which category of the Federal skilled workers ?

depending on your answer i might help you

Yes even i understand  that this is a weird situation and even i am not able to understand.
I applied on 21st may 09 and directly to nova scotia under FSW 0213 NOC code. I have 5 years of IT experience both managerial and technical.
I did not receive any letter before this and this is the first document I received on 01st aug 09. No supporting doc is there. No rejection letter. No File number nothing is there.
do these CR and OUR REF number make any sense to you ? How do u recommend should i contact CIO Nova scotia to get clarification on this.

Also, if a case is rejected, is there any explanatory letter along with the cheque or do they just post the cheque attached in this kind of sheet. Thanks.

Hi Hoshang,

IF you were Rejected then I have a feeling that you may have recieved a rejection email before, this is if your case was rejected and this cheque is your refund.

What kind of proof did you submit to prove your experience in 0213.
DId you monitor your emails ?

Thanks,

I check my mails regularly and there was no communication from CIC regarding my case.
I just mentioned my duties and details about my work experience in the forms that we send as it was mentioned on their site that we do not need to send any supporting documents initially.

may be the duties i mentioned were not satisfactory. I need to know that why wasn't there any explanation document along with it. Also, is it confirm that this is rejection and the money is refunded to me? if yes then can i deposit this cheque in  my bank or should i wait for cic to communicate further.

i am applying from Delhi India. I was asked to send the documents straight to Nova Scotia.
is there a way to contact CIC and get more explanation on my case, so that i can think about re-applying or waiting for some time if i dont match the requirements.
Please let me know if there is some way to get more details.

In all cases they must send you an explanation letter ( rejection, approval, returning the entire package)

Anyway, if you want to give it a try to inquire about the missing letter, call them directly from outside canada on the following phone number, i know that it is not for the CIO section but still the same immigration center in sydney nova scotia, and am sure that they will put you in a direct contact with the CIO department because they are in the same building, but it will cost you a lot of money because it is an international phone call.

Actually what confuses me is the speed of refund your money , they recieved your application on May,21 and they sent you the refund on august, 14 !!!!!!

How many days have they taken to process your application and give the refund !!!!!! it takes up to 3 months  just to process an application over there and 8 to 12 weeks to give a refund for refused applications after processing is done !!!!!!!!

still, something is unclear
