Changing Visitor Visa to work permit

My father is a visitor visa till Jan 2010 and he accompanying me as a international student.
I have question about my father situation:
-He would like to work in Canada; can he apply for work permit? Does he require a skill job?
-To extend a permit, an Application form question 11”To support myself in Canada; I have --------(Canadian dollars) available? Does he need bank statement? How much the minimum to indicate on the form?
-When he need to extend?

Anybody know, please advice us
