Changing my name before or during the PR card application

Hi everyone!!
I gladly appreciate if you can give guide me about this:
I'm about to send my CEC application documents.  I really want to change my name.  Do you know if I have to wait until I get approval and my PR card or I can change my name already and send my application form with the new name??    
I've heard that it's better and easier to change my name first and then send the papers for the PR card, but I'm not sure.  My friends, I need your advise.
