The Immigration Authority in Canada is proposing changes in the policies for skilled workers desiring to move to the North American country.
The changes would be implemented in the point-based system of the program. The Immigration authority in Canada is also looking to review the educational qualifications and bring in a stricter policy to assess the legitimacy of job offers. These new proposals are representative of the present labor situation in the country and would help the immigrants blend in better within the Canadian society.
Under the new proposals, the minimum number of points for qualifying as an immigrant is still the same at 67 points out of 100. The applicants are also still required to complete the minimum requirements for being eligible for the program.
The changes are proposed for the three factors of selection language requirements, applicant's age and previous work experiences, and the number of points awarded in each of these criterions.
i. Proficiency in Canadian Language
Under the new proposals, the Immigration authority is now laying emphasis on more proficiency in either English or French, the main official languages in Canada. The number of points for the languages which was earlier set at 16 points is now increased to a maximum of 20 points. Proposals are also underway for establishing a minimum requirement in the International English Language Tests (IELTS) for more professional jobs such as doctors, engineers and nurses.
ii. More points for younger applicants
To attract a more younger and active population to add to the skilled population of the country, there is a proposal to increase the number of points allocated from a maximum of 10 to a maximum of 12. But the new proposals are also suggesting bringing down the maximum age of qualifying as an immigrant from 49 years to 35 years.
iii. Emphasizing on more work experience
While the new proposed changes would bring down the number of points allotted to the work experience category from 21 points to 15 points, the number of years of having work experience has been increased.
Besides changes in the point based system of the skilled worker program, is suggesting changes to the educational requirements as well. Under the new changes, applicants, with fewer years of full-time education, but with diplomas in their trade, would be able to claim the maximum number points as well, which was not possible earlier.
Other important changes proposed are in the employment requirements. These include the assessing the validity of the job offers of the applicants in a more stricter manner and requiring applicants to get their credentials recognized by a licensing body in Canada, for the professions that are regulated in Canada.

Probably it will attracts young, english affluent experienced new applicants. Apart from the change in policy for new intake we also really like to learn and have effective policy employed to make the processing faster for the old applicants and make the waiting time fairly reduced!!!!

They are just trying to follow what UK had done to HSMP (Highly skilled migrant program) which is a point based system. The point allocation very much resembles it. Interestingly Tier 1(General) program in UK has been closed for applications from abroad. (Hope Canada does not follow the same path)

Canada is expected to update its points based skilled immigration scheme; There will be new English language requirements and higher points thresholds. If you think you may be affected by the changes, it may be best to apply now for skilled immigration to Canada.
Currently, there is no minimum score required under the International English Language Testing System (IELTS). This means that as long as you score at least 67 points overall, you will qualify. However, new rules that will go into effect shortly will create a minimum mandatory IELTS score.
The total points necessary to qualify under the federal skilled worker program are expected to increase as well, from anywhere between 16 and 20 points.
Older people will find it more difficult to gain points under the new Canadian immigration system. Up to age 35, applicants will score more points. Then the points score for age criteria will gradually be reduced up to age 50, after which no points will be awarded at all.
Canada also prioritizes applications based upon the skills needed by the Canadian labour market. When the new changes are enacted, it's expected that the occupations in demand list will also be updated.

thanks saki for such an informative post . it seems that Canadian immigration now a days greatly influenced by other immigration rules and policies .hopefully the changes will not greatly affect real skilled applicants .

The way they are changing list and rules it appears to me that they need people from trade only to develope their country rather than professionals who are well qualified and got good experience to qualify for white collar jobs.

Yeah... Skilled worker definition probably gonna revised as more technical hands on exp seems to be preferred than bunch of academic qualification for whom no professional jobs are practically available!! It will be rather good for the future successful applicants not to have to disappoint themselves after landing... lets see how it goes
