Canada is adjusting its intake of applications from economic immigrants to further reduce the backlog and improve wait times while meeting the country's labour market needs, Citizenship, Immigration and Multiculturalism Minister Jason Kenney announced today.

As I see, they didn't say there is going to be a new list.
Moreover they will limit even more the number of visas for people without a job offer:

The great news about this is that I don't think there is any reason of the new changes affecting our processing time. Same NOC's so they should just process them in the same order. On the other side for new applicants this is going to be very similar to the us H1-B Visa process where it is a lottery to get in. I beleive probably a giant number of applicants have their apps ready to send them on July 1st. I wouldn't be surprise that the CAP for the common NOC will fill up in less than a month
