change Name

Need help Seniors.. Im already married but my passport is still in my single Name..The reason I"m not able to change my passport in my married name for the ff reasons: 1) I applied already in Canada before I got married and my applications is on process. 2) worked in Kuwait for a long time that they advise me not to changed my name in my passport if I don't want to delay the processing of my resignation. I declare my husband in all my documents when I submitted my papers in Abudhabi & when I arrived here in Canada as a Live in care giver last July 2008. Submitted my Open work Permit & PR last August 2010.Before I submitted my OWP & PR , I called the CIC to inquire about my case. IO replied that i can send my marriage certificate together with my applications. I"m planning to go home this coming September to philipppines. Can I renew my passport to my married name while Im in the philippnes? It will not affect my my PR applications? please need your advise. Thanks!
