Certified copies problem in texas

Input from someone who applied for ANIP US visa holder category from Tx will be appreciated.
Went to get copies of passport, 797 and edu. certificates notarized at 6 different places and they all refused stating that under Tx laws these are recordable documents and can't br notarized.
ready to file and am stuck.
pl. help.

BS. I live in Texas, and I didn't have any problems. You can go to an UPS store and get it done for a fee, or if you have an account with BOA you can do it for free. Any document can be certified as long as you show the original document(this means it's an authentic copy).

Thx for your reply. Will try UPS store etc, have already tried texas first bank, JSC, gauranty bank.
Certified copies?

Following is text from what a notary can do in Texas. 

The document must be an original (not a photocopy -- or from another certified copy).
A Notary Public must also make the copies, or supervise the photocopying process.

A Notary Public should not make certified copies of recordable documents:
     Birth and Death certificates, Marriage and Divorce records, Student transcripts, Texas
     Driver's Licenses, Photographs, or Foreign Passports. 

A Notary Public can make certified copies of many other types of documents:
     Business transactions, Personal letters, Social Security Cards, Living Wills, Contracts,
     Medical Treatment Consent forms, Lease Agreements, Diplomas, and Invoices.
