DO NOT send originals of any educational documents.
Certified copies are required and it should be certified in the way they have given in EG7.
To my knowledge, sending copies of docs in a sealed envelope is not required. But its better if you can get a second opinion.

This is a very annoying procedure. I had to send back certified certificates to two different universities because they didnt put them into sealed envelopes.
Basically you have to write to the college or university and ask them formally to send you certified certificates in a sealed envelope addressed to the canadian embassy and put that envelope into another one so they can send it to you. Then you have to take that envelope addressed to the embassy and put it in with your full PR application.
How strict they are about this sealed envelope thing i dont know, but I followed the instructions so its up to you. My advice is do what they say.
